At the John 3:16 Center, our dedicated team works tirelessly to serve our community and fulfill our mission. Each member brings unique skills, experiences, and a shared commitment to empowering families and transforming lives through Christ’s love.

Management Staff

Shannon McAllister
Shannon has been with CARE/The John 3:16 Center since 2005, starting as Assistant Director before becoming Executive Director in 2010. With a bachelor’s degree in Elementary Education and a master’s in public administration, Shannon is passionate about creating opportunities for children to fulfill their potential. She oversees the Center’s daily operations, fundraising, programming, and community outreach.
Executive Director

Jennifer Parrott
Jennifer serves as the Operations Director at the John 3:16 Center. A native of Virginia Beach, she brings valuable experience from her roles as Director of Resident Services at The Bayberry Retirement Inn and managing her own daycare for 11 years in Ohio. Jennifer’s commitment to public service began in 2004 at the Second Harvest Foodbank of Southeastern Virginia. Her faith is the cornerstone of her life, and she considers it a blessing to serve the community through the Center. Jennifer is a proud mother of three who believes, “When you do what you love, you never work a day in your life.”
Operations Director

Patricia Brooks
Patricia Brooks serves as our After-School Collaborative Manager, bringing 30 years of educational expertise to the role. Her career spans classroom teaching and running an art studio in Roanoke Rapids where she provided enriching summer camps for local youth. Patricia’s extensive background in education and dedication to children’s development uniquely positions her to strengthen our after-school collaborative initiatives across our service area.

Sara Little
Sara joined the team in 2020, bringing her passion for youth and children’s work. With a Bachelor of Arts in Public Administration and a Master of Arts in Intercultural Studies, Sara builds relationships with families and children through our Afterschool and Summer Camp programs in Littleton.
Littleton Center Coordinator

Shade Williams
As Littleton Program Assistant, Shadae Williams brings hometown heart and hands-on experience to the Wired for Success program. A Littleton native with background in childcare and youth development, Shadae has a unique perspective as both staff member and parent – her own daughter benefited from Center programs from 1st grade through graduation. Her natural ability to connect with children and enthusiasm for their spiritual and personal growth makes her an invaluable leader in our after-school programming.

Courtney Moseley
Courtney serves as the Roanoke Rapids Center Coordinator. Originally from Macon and now residing in Roanoke Rapids with her family, Courtney joined the team in June 2023. With a background as a Certified Nursing Assistant, she has always had a passion for helping others. Courtney enjoys the versatility of her role, which allows her to participate in various programs including Wired for Success and Camp J316. She is passionate about serving the community and looks forward to continuing her growth within the organization.
Roanoke Rapids Center Coordinator

Tony Taylor
Tony just joined the team in May of 2025, as the Roanoke Rapids Program Assistant at the center in Roanoke Rapids. Tony is currently studying Human Services at Halifax Community College, and has a deep passion for adventure, creativity, and fashion. Tony is dedicated, hardworking, and always optimistic. He has a strong passion for giving back and helping to cultivate a thriving, supportive community. He has said he’s truly grateful to be part of an organization that brings together faith, skills, and long-term goals in such a meaningful way, and is looking forward to growing with our team to serve our community.
